On 12 September, 2024, the new rights-based Aged Care Act was introduced to Federal Parliament, with a commitment from the government to invest a significant $5.6 billion to enhance our aged care system.
By delivering on the Aged Care Taskforce’s recommendations, the new Act will ensure that our sector can not only sustain itself, but grow to meet the needs of older Australians—especially in regional areas, where access to quality care is often more challenging.
Here are some of the key reforms expected to be introduced, once the New Aged Care Act is passed in Parliament:
Means-Tested Contributions For new residents entering aged care from 1 July, 2025, there will be larger means-tested contributions based on individual income and assets. However, many full pensioners will not pay more, and existing residents will be protected under a ‘no worse off’ principle.
Support at Home A major focus of the reforms is the new Support at Home program, which will come into effect on 1 July, 2025. This new program will bring together current in-home aged care programs, ensuring a simpler and more equitable system for older people that helps them to stay at home for longer.
It includes increased funding, shorter wait times, and more support levels. Older people will benefit from both clinical care (like nursing) and assistance with everyday tasks (such as cleaning and meal preparation).
In addition, the number of support levels for in-home care will increase from four to eight, with a maximum government funding of $78,000 per year. This funding can be used for clinical care, independence supports, and everyday living supports, with costs varying based on financial means.
Palliative Care Support The reforms also include up to $25,000 for additional support, allowing older Australians to receive palliative care at home rather than in a hospital, honouring the preference of many to spend their final days in familiar surroundings.
The government has committed to improving the quality of care across all aged care services, ensuring that the system can adequately support our community now and in the future.
Strengthened Aged Care Quality Standards The new Aged Care Quality Standards will be implemented to ensure higher standards of care and accountability across all aged care services. These standards will focus on safety, dignity, and the overall well-being of all who use government funded home and residential aged care services.
These reforms are seen as the most significant changes to aged care in 30 years and represent a commitment and a major step forward to ensuring that older Australians receive the compassionate care and respect they deserve.
